Ive though of doing the same thing, but in an old 3 foot tall AT case.  Kinda 
crazy for a sawtooth case.  Youd have better luck (I say both seriously, and 
while laughing) giving 2 or 3 drives their own PS, as the PSs used in old, say 
SCSI cases, are about the size of a harddrive.  Unless you know of pretty 
small PC PSs.  Thinking of putting it above the CD-ROM?  The more conventional 
approach would be to replace the original PS with at least a 400WATT.  I take 
it 
you want to go cheaper, as you may already have an extra PS.  However, there 
is some sort of issue of using an ATX PS for just drives.  For some reason it 
needs a MoBo I believe.  There may be a simple fix, I havent discussed this in 
years I think, but an AT PS would be easier.  However, Id like to point out I 
think just replacing the PS would be better, you could probably get a 400WATT 
for $50 new, and Ive seen 500WATT "upgrades" for sawtooths on eBay for pretty 
cheap.  No rewiring on your part with those if you can find one.
    As far as your question on PCI slots, i know where youre coming from.  
But I dont think they are any different.  I really have no idea though.
