Since it is a complete version upgrade it should be fine. It�s similar to
all the updates for OS X 3, you can install the combo update and the will
include all the intermediate updates.

In my situation, My OS-X installer CD installs 10.2, then my Panther upgrade CD takes that to 3.3, and then Software Update downloads an updater from the Apple site that makes it 10.3.8. Everything works fine.
