Clark is incorrect. There IS a BIG difference between PAL and NTSC on DVD.
Try again. Yes, DVDs can be created for specific video formats but
they are not inherently PAL or NTSC.
The point is that while a DVD may be created to be displayed on PAL
or NTSC it can be played on a DVD player of either format. It is the
DVD player that puts it into PAL or NTSC format. The format on the
DVD is simply in one of several resolutions, some of which match PAL
and some match NTSC.

DVD Video is MPEG-2, stored a 24 fps.
That's 720x480 pixels, displayed at 29.97 fps, on NTSC (~3.5 Mbps).
And 720x576 pixels, displayed at 25 fps, on PAL.
DVD Audio is MPEG-1, Layer 2 (not mp3!). It's mastered as Dolby
Digital for NTSC, and MPEG for PAL.
