I'm not up to date on SCSI stuff anymore, but it sure sounds like your Atto card died during the brownout, are you sure the Adaptec supports booting? there are some Adaptec cards that don't iirc, at least under X.
As for a more general issue: if you're getting brownouts bad enough to hurt your systems you need a UPS on 'em ASAP.
