Classic is OS 9 run from within OS 10.x

Putting OS 9 on at least a separate partition is probably a good idea
although my previous powerbook had everything on one partition for three
years. The new Powerbook does not even have it installed (classic).

Check the Apple site for firmware updates. You could also have a problem
with the jumper on one or both drives. How large are they anyway? One more
thing. I have found OS 9 needs to be installed first and then OS 10 when
using the same partition. If you do OS 10 first, 9 thinks it has already
been installed.
