Well, here 2 other ideas to get your IDE/ATA HD booting. But 1st a remark:
Be sure the OS X partion/HD in any Beige (w/wo upgrades) is phys. <8GB ( and
not = !!!!)!
1) Booting from your SCSI HD OS 9, dl System Disk. Use this instead of
Startupdisk of OS 9+. I got most of the Beiges having the problem you
descripeted, booting up from the OS X partition/HD again in this way. Goto:

glish-North_American/Macintosh/System/Mac_OS_X/System_Disk_Utility.smi.bin>
And please READ the Read-me's etc.
2) Being familiar with OF as you said, do following:
Restart the machine booting into Open Firmware (holding down these keys
until you get a text screen: OPT+ CMD + O + F). Then, enter these commands,
following each with hitting the return key:

reset-nvram
set-defaults
reset-all
