Paypal did have some html/javascript issues last year. But I found them to be very reasonable in working them out -- they put me in touch with one of their developers within an hour of my email to them.
Currently, Paypal works perfectly with Safari, WaMCom Mozilla 1.3.1 (for you OS 9 users), iCab, and most versions of Netscape.
If you have any difficulties with a particular PayPal function in one of those browsers, please email me directly with complete details. I'll test and forward results.
