Realistically, a lot of people do it. Legally, it is almost always against the terms of service of the cable or dsl provider. Ethically, it is like "sharing" music or files over p2p networks.

FWIW, I have my home 802.11b router left to factory defaults for two reasons. I only have 2 neighbors close enough to steal my signal (one where both the husband and wife are ministers and the other's computer uses tubes). The other is that I am in an area of frequent power outages and I don't want to futz with resetting it every time I lose power.

No, I will not tell you where I live so you can mooch bandwidth.
