I assume you know that PC serial is not the same as Macintosh Mini Din-8 serial, therefore a "PC no name converter" will not do you any good. If you do a search for "USB to serial converter" in the Macintosh section on eBay, you will find a number of Keyspan or Belkin adapters, for which the sellers are willing to ship worldwide, such as the following auction:
