Yes, the icon bounces in the dock for about 3 seconds, then it stops, nothing 
else seems to happen.
 
I have downloaded VLC, it works flawlessly.  Temporarily, I think I  will stick 
with it, but would love to figure out why this is happening.
 
Could it be that I moved this OS and drive directly from a G3 400 into this G4 
450 without upgrading OS?
 
I can't afford Tiger or Panther yet, so how do I reinstall Jaguar from scratch 
and still save my settings?
 
I know about Carbon Copy Cloner, I used it when I upgraded from my G3  333 to 
the G3 400, but still there was some issues that were not  fixed.  Any other 
suggestions?

A little more info would help. Does the icon bounce in the dock? If you
right click on the icon and Show in Finder, does it show you the  
application? Does the DVD drive show up in the More info section of
About this Mac? Have you tried downloading another video player (like
the VideoLan Client at videolan.org) to see if it works? Does the DVD  
drive recognize CDs or other inserted media?
