I know text-to-speech was a built-in part of the OS as of 8.1,
because I did it in earlier OS'es. Heck 8.1 has speech recognition
built in. It may have even been SimpleText, in 9.1 simpletext has a
menu command to speak the text.
Look in the Universal access control panel (or whatever it was called
in 8.1) and make sure you're up-to-date on Quicktime, and that the
various QT extensions are installed.
