It's probably the CPUs which the B&Ws came with, not the B&Ws themselves.

My 450 MHz B&W CPU won't go over 450 ... not in a B&W, not in a Beige.

"no luck" "won't go over"  Not very descriptive.

Any computer can be overclocked. Whether it works (reliably) is dependant on the quality of the components.

Parts are designed to run in certain speed and temperature ranges. The higher the speed the more expensive ... so companies buy the minimum quality necessary, especially for motherboard bus components.

When you overclock (crank up the base clock speed), you're stressing the parts, hopefully not to the point of complete failure... Most of the more expensive components will "shut down" when they reach their thermal limit. After they cool, they're good to go. But sometimes they fail hard... So be careful.

...An interesting facet of chip manufacture... Production lines are very very very very expensive. So high speed components are all built based on the fastest specs. They're tested on the wafer then tested again after the wafer is sliced and the pin-outs applied -- before packaging. After packaging, the survivors (4 to 80% of the chips from the wafer, depending on the component being made) are tested for speed then marked and sold accordingly...
