The enabler you refer to seems to be here:
 http://eshop.macsales.com/Tech/FTP/newertech/BWG4Enabler.hqx

 So, this helped a little, but I still don't know what to do with it.  I
don't think Tiger installs on a G3.  Do I need to install OS9 first, or
10.2 to install the enabler, and then put the G4 in?
