Look in the system-level /Library/Preferences/ folder.  Not sure of 
the exact names, 'cause I'm not running Panther right now, but in 
Tiger they're things like:

com.apple.networkConfig.plist

then in SystemConfiguration/ there's things like

NetworkInterfaces.plist
com.apple.nat.plist
com.apple.airport.preferences.plist

Not sure exactly what you're trying to do.  WRT the network 
interfaces, Unix is VERY stable.  Don't be tossing prefs 
unnecessarily.

To turn off an interface, go to its pane in the Network system prefs 
, turn the protocol off, and hit the Apply button.
