Firstly, I'd recommend a complete backup before playing with the  
partitions on your hard drive.

I believe the proper term for this is "non-destructive  
repartitioning". To the best of my knowledge (and I'm sure someone  
will correct me if I'm wrong) the Disk Utility GUI will not allow you  
to do this. For that operation, you will need the command line utility  
"diskutil" with the "resizeVolume" parameter. Or perhaps,  
"splitPartition" would work better.  At any rate, once you're done  
with "diskutil" you'll end up with your data on a shrunk HFS+ (aka OS  
X) partition, with a new blank HFS+ partition. With NTFS-3G and  
MacFuse (I believe Bruce mentioned this) installed, you should then be  
able to erase the blank HFS+ and reformat it as NTFS.

I've not tried it with a Mac, but the GParted LiveCD has worked  
beautifully for me on PCs. Supposedly it can move and shrink HFS+  
partitions, but not make them larger. I'm also not sure if it can work  
with GPT drives or not. However, if all else fails you might want to  
give it a spin.
