Electroniucs prefer powering simultaneously. In fact, some electronics contain a device to act that creates that effect because low voltage on power up is a desireable feature (but not for electric motors). A UPS in battery backup mode can output some of the 'dirtiest' electricity a computer may see. For example, this 120 volt UPS outputs two 200 volt square waves with a spike of up to 270 volts between those square waves; called a modified sine wave. No problem for any computer. But may be destructive to surge power strips. Better is to use a regular $4 power strip (with the always essential 15 amp circuit breaker) rather than a $25 strip protector. That protector will degrade and be harmed by a UPS or may be harmful to that UPS. Its not 'noise'. Its transients generated by a computer grade UPS such as that spike of up to 270 volts. A typical computer grade UPS outputs some of the dirtiest electricity when in battery backup mode. That electricity can be harmful to strip protectors and motorized appliances (ie Laser printer).
