You might try unplugging the older hard drive and starting up, then
unplugging the newer one and staring from the older. It may be one of
the hard drives. They draw the most power when they are spinning up.
If the power supply is weak spinning up 2 drives might be straining
it. It is very easy to replace a B&W power supply with a pc power
supply, all it takes is a very easy wiring splice (I have a 450 W pc
power supply running a B&W). It sounds like you have a pretty nice B&W
and a new pc power supply would only cost around $25. If you'd rather
stick with the Apple OEM power supply contact me off list and I will
see if I can find one of my spares.

Any G4 could use them as data drives but they probably won't boot; you
usually need to reinstall the OS to make a G3 drive bootable on a G4.
The Mac installer recognizes your machine and optimizes the
installation to fit it. If you were to get a G4 the easiest path is to
copy your data and apps to the G4's drive, then wipe your G3 drive and
use Carbon Copy Cloner to make a bootable copy.
