This was an IBM design and manufacture. Intel did not make the Core Duo for Apple. Several major manufacturers (Dell, HP, GAteway) sold systems with Core Duo CPUS before Apple introduced theirs. Apple gets to be at the head of the line at Intel for new CPUS, but this is more of an issue of volume than anything else; manufacturers smaller than Apple can get them first. A company cannot commit to a new CPU until production volumes are sufficient to cover their projected sales. This is a lesson that it took Apple decades to learn. Computers with Intel motherboards and chipsets can indeed run OS X (This is what Hackintoshes are usually made of), and have from the very beginning. Indeed, the very first Intel developer boxes were generic PC's built by Apple from off-the-shelf parts. Apple differs from most intel-based PC's in that Macs do not have a BIOS, but instead use Open Firmware and EFI-based configuration.
