It depends on their business model, whether it was an odd move.
As I understand it, some of these game systems either sell or sold at
or below cost for the manufacturer. Then they get a licensing fee on
every game sold for the systems. So they lose money on the consoles
and only make it back on the game sales. It's a bit like low end
ink jet printers and ink.
I don't know if that business model is still used in game consoles,
but if it is, that would be a reason to lock out Linux. Every Linux
user to whom they sell a console costs them money and does not
generate game licensing revenue.
Now a really forward thinking executive might realize that once a
Linux user has the game console in his hands, there's a good chance
he'll go ahead and buy some games, because, hey, he's already got the
console even if he did buy it mainly to run Linux on.
