Thanks to all ... the memory is maxed out for this particular machine
at 2G.  I bought a new 512 memory stick and added it to the three that
came with this used G4.  I checked out this computer a bit before
removing its boot drive, and replacing it with my drives; perhaps not
enough to note whether it had an issue prior to adding the PCI card
and extra memory.  I do have memory from my previous G 4 that I could
use, that I know is good. I could remove the three memory sticks that
came with the dual 1.25 and put in the three from my dual 867.  I
suppose the PCI card could be an issue, but I purchased it from Other
World Computing, and they assured me it was the right match for this
computer.

I have been using the mouse and keyboard from my earlier set up, which
worked fine. (the issue I had with my dual 867 was the power supply;
it was starting to fail.

Any additional ideas... would it be better to try swapping out the
memory from my old G4 first, or use memtest?   or, should I remove the
PCI card first, to check to see if this card is the issue?
