There is a little tool called wireshark.
Wireshark does the sniffing (actually grabs input from tools you
already have, like tcpdump) then does some nice analysis. I don't
recall that gave any rate or bandwidth use information, or provided
any hooks to let you take actions thereon; been a while since I
played with it tho.
