If Software Update has been working for you (it might not if it can't
mount the .dmg files) you could also use Software Update to reinstall
either the latest Security Update or even the entire 10.4.11 COMBO
Update by navigating to your /Library/Receipts folder and deleting the
receipt for either the Security Update or the Combo Update. Once the
receipt has been deleted, run Software Update again and it should
offer you the download again and install it (IF it can mount the
.dmg?). You can check whatever the final version needed is the
Receipts folder.
The solution was provided my Kris Tilford as indicated above. Thanks to
all who contributed. As is usually the case, the journey there was as
