When you say logging in as a different account will fix it, do
you mean that if I created another admin account, and then log back
into the older account, the problem will be gone? Or, do you mean
create a new one and delete the old one, along with the problem?
Here is the basic differential diagnosis ladder for OS X, it's really simple.
1) Start in Safe mode. In all versions of OSX this starts you with a
minimal set of Apple drivers, eliminating issues with third party
drivers, and in 10.4 and on, also clears out many caches that OS X
maintains, like cached library links, fonts, etc. It's entirely
possible that this will fix the problem.
If this does not fix the problem:
2) Create another admin user. (or have one created from the
beginning for diagnosis use only), and log in as that user.
2a) if the original issue [still] exists, then it is a systemic
problem, fixable by solutions like archive&install or re-applying
the latest combo update.
or by removing the appropriate plist from /Library/Preferences/
2b) If the original issue isn't repeatable under the new user, then
the problem lies in the user directory somewhere, and things like
A&R or reapplying updates will do no good, the issue lies in the
user preferences, add-ons or application support files.
3) If all of these do not fix the problem, then the issue is likely
a hardware issue: bad RAM, a failing drive, etc.
