Make extra doubly sure that you're not installing drivers for 10.5 or 10.6.

Then if that's not the case, I'm going to surprise some folks here....

Try going into Disk Utility and running 'Repair Permissions'; this is the kind 
of issue that messed up permissions can cause. 

If that doesn't fix it, boot from your 10.4 DVD, run Disk Utility from the 
installer menu and do a Disk *repair* on your hard drive. (Repair Permissions 
MUST be done from the booted hard drive, Repair Disk MUST be done while NOT 
booted from the hard drive.)

If that shows no errors, or after any repairs, you still cannot print, boot 
from the 10.4 drive again and do an Archive and Install re-installation of OS X.

Printers are managed on a system-wide basis (if you install a printer all users 
on the system can see and use it), so if there's an ongoing issue like this, 
it's got to do with the System itself. this is one of the rare cases for a 
Windows solution to a Mac problem: re-install the OS.
