This is a common QS issue. The PS is dead. The logic board is likely alive. 

I asked on this list a while back and got a couple links to modifying ATX power 
supplies to work. Search the archives. The professor whose computer it was 
decided to go for a real QS power supply, it cost about $230 or so, IIRC.
