Has anyone ever tried the time-tested commercial Letter of Credit approach in a 
situation like this?

The money amount is small, but if you're suspicious . . . 

You'd get your money back (after subtraction of your banker's fee, of course) 
if the item is anything but as advertised.

He'd get his money once you've unpacked, examined, and accepted the item.

If he won't go for this approach, then he's almost certainly up to something 
unsavory.
