Some app will gain more from increased Ram, others from a better video card, others from a faster HD. A faster CPU would benefit everything... but there aren't CPU upgrades for G5, AFAIK.
Hence: - Photoshop (and the like) will benefit from more Ram and a faster HD. The same for video editing apps. - Games will benefit more from a faster video card. - Apps doing heavy redrawing on-screen, like DTP (InDesign, XPress...), will gain from a faster video card. If you tell us what your favourite apps are, maybe we can tell the best bang-for-the-bucks improvement.
