Well there is a brownish wire in that cable, so that may not be an indicator. 

The most common cause of a Sawtooth not starting (especially after sitting a 
while) is a dead PRAM battery. Look on the motherboard for a 1/2 AA sized 
lithium 3.6V battery and replace it; Radio shack carries them. Before you put 
in the new one, press the CUDA switch to reset the PRAM.

If it still doesn't boot, then it may be the power supply
