Try plugging it in and using the power button on the motherboard itself. If
that doesn't help then I would recommend changing the power supply. But if
the power cord is fried like that, then it may have a bad motherboard that
could have been burned in the process as well. If you have a power supply
from any other machine you should be able to plug it into the motherboard
and apply power to it then try to power on the machine.  That can tell you
for sure if it's the power supply or not. If you're getting any type of
click when you press the power button then it more then likely needs the
pram zapped
