In Leopard printing is handled in System Preferences>Print & Fax. When you use this control pane it calls on the application Printer Setup Utility when needed, and this is located in /System/Library/ CoreServices folder. Normally an alias wouldn't be located within your Dock unless you placed it there? I'd drag it out of the Dock and forget about it. You should use System Preferences>Print & Fax to call upon this app.
