Did you try anything else on the USB2 card?
A memory stick, something simple, so you can check if the card is
operational at all.

It seems to me you're doing everything right, but maybe your card is not
Mac-compatible.
USB2 cards can be tricky... I tried one recently (I got it from a PC), a
memory stick on it worked fine, but a 2,5" external HD had troubles.

OTOH, the Mac-compatible card I have, always worked fine.

In OSX you don't need drivers (they are built-in), in OS9 there are NO USB2
drivers.

Yes, that's how they appear in my G4 DA with the USB2 card: there's an "USB
bus" and an "High speed USB bus".
(actually there are several "USB bus", because I have an USB 1.1 Hub
connected; anyway System profiler can tell the difference between speeds).
