On your original installation media for the Power Mac you shouldn't only find 
Mac OS X, but also optional packages, like X11 and Mac OS 9 for Classic.

On one of the discs I have, I think it's from an Early 2005 model, there is an 
installation package (.pkg) that installs all of Mac OS 9 that is needed for 
Classic to work properly.

This .pkg isn't complete and cannot be booted from – when installed on a G4 
that is able to boot into Mac OS 9 natively. It's sole purpose is to have all 
required files for Classic.

This disc is labled like this:
        „Zusätzliche Software & Apple Hardware Test“ (German)
                translation: “Additional Software & Apple Hardware Test”
        AHT Version 2.2.5
        CD Version 1.0
        D691-5313-A
        ©2005 Apple Computer Inc.

Something similar should be on your installation media.

No. Mac OS 9 was never released as freeware.

There was a petition to make apple release Mac OS 8, but apparently this 
didn't happen either.

You may want to check with the Macintosh Garden. Just use the search engine of 
you choice to find it.
Note: this may not be, what we call, “legal”. But this depends on various 
things. You may just restore your destroyed, lost, stolen, … original media 
using this unorthodox method of downloading it somewhare on the internet…
