I have a Quicksilver G4 with Tiger.

I installed OS 9.2.1.

On the same drive/partition as Tiger?

I can boot into OS 9.2.1 if I hold the C key down.

The C key boots from the optical disc drive. Did you forget to remove the disc from the drive, and you're booting the 9.2.1 installer CD?

But if I try to boot into my OSX,

How do you "try" to boot OS X? Methods might including holding the X key, or the Option key, or selecting the OS X system in Startup Disk?

The screen says "The system software on the startup disk only functions on the original media, not if copied to another drive.

I've got a lot of experience with Macs and I've never heard of this error message.

Could I have somwhow messed up my OSX preferences? If I did,How do I get back to OS X to find out?

You can always zap the PRAM by holding the Cmd-Opt-P-R keys for several chimes. You can reset the NVRAM by holding the Cmd-Opt-O-F keys and at the Open Firmware prompt type the commands:
set-defaults<Return>
reset-all<Return>
Where <Return> means hit the Return key. The response should be "ok" to the 1st command, and a restart to the 2nd command. Use the Option key to select between different bootable systems such as OS X or MacOS 9.x. If you can't boot from a HD System, you'll need to boot the OS X installer CD/DVD and run Disk Utility>Repair Disk from the Installer menu.

If you're having problems booting OS X you can hold the Shift key at startup for a Safe Boot which will only load the minimal Apple extensions, but more importantly will trash & rebuild the System cache files. Once booted in Safe Boot you can restart normally.
