Ignoring the discussion of hardware and such... Roxio Toast Titanium 5.x runs on Classic and supports burning to DVD. I don't know if it supports double-layer DVD, but it definitely does single layer. Also, I don't know if it runs on 8.6, but it does run on 9.1. It is the last version of Toast to do so. Versions 6.x and above all require OSX. I believe that 5.23 was the last update to version 5.x. I have burned many DVDs using an old Umax S900 (8600/9600 clone), a G3 processor card at about 350 MHz and a DVDR drive and Toast 5.x.
