So I took out all the ram, and double checked each module. I replaced modules just to be sure I had them all matched up. I powered on the computer, it beeped once, then chimed, and booted into open firmware. The message at the top of the screen said: "Device still fails after x recoveries".
In order to run AppleJack, I needed to install an OS. The Leopard install froze with the spinning beach ball about half way through.
