Do you hear the fans run, or any other signs of life? Does the machine bong when booted? Have you tried resetting the nvram? Have you tried reseating the video card? Have you verified that the cable and display are working?
i can't tell if it's pci, pci-e or pci-x from the info i can find about this machine.
