Hello Shantu,

You have to be logged into Galaxy as one of the users that has a galaxy-login 
subdirectory configured.  If you are a Galaxy admin, configure a subdirectory 
for your login to test this.  Those that want to use this feature will also 
need to have permission to add to the data library ( they must have a role 
associated with the LIBRARY_ADD permission on the data library).  To use the 
feature, select Shared Data -> Data libraries from the top Galaxy menu bar.  Go 
to the library to which you have permission to add, and upload files from your 
configured directory.
