Hello Joachim,
If you are asking about a local install, and that install has 'login
required' set, then this would be true - links to shared content would
not be possible.
However, if you if you are asking in general or about the public Main
Galaxy instance, then to create a share link (the recipient would not be
required to have an account to use):
1. From history panel use Options (gear icon) -> Share or Publish
2. Click on "Make History Accessible from Link", generate link
3. Copy link and email it out
