Hi: It strikes me that for Dr. Who a classic interactive fiction language like AGT, Inform, or Tads is just what the doctor ordered. Lol!
Seriously though, I do believe writing an interactive fiction title is best for that type of genre. From what I have seen Dr. Who isn't something that could easily be made into a side-scroller or FPS game and would be more puzzle oriented. Dr. Who has always been more about brains over brawn.
