Aside from outside sighted individuals who might just want to use it, I'd have a monitor simply because you never know what may or may not happen to the computer. I've had instances where I'll boot up my PC and have no screen reader for whatever reason, and it's nice to just have a screen on hand so that a sighted person can tell me what is on the screen, and, if required, remedy the situation themselves.
