a mac mini is $599, so purchasing a mac isn't as expensive as folks might think. Admittedly, if you want to use apple tools, then yes, an apple developer account helps. However, it's not strictly necessary. If you're only interested in writing programs for the mac (and not ios) then you need not purchase an apple developer account for $99 a year. You can still use java and mono for free, and of course terminal apps written in any language you like work perfectly and don't even require Xcode to be installed, though installing it gives you all sorts of extras you don't otherwise have. Just thought I'd offer some alternate views since everyone else is stating true but lacking information.
