My big issue with JAWS isnt' jerky speech, but the fact that JAWS insists on
saying "blank" every time I hit a control left, right, ro down arrow, and
that it says "selected" when shift is used in conjunction with the
aforementioned keys. Also, JAWS seems to be intercepting the keys as usual,
so holding the arrows isn't as effective without it. For the time being, I'm
actually just using the built-in EVA voice.

To me, the speech coming from JAWS 14 using ScanSoft Tom is not jerky at
all.  It may be so with other screen readers, but this one is just fine.
