I've not heard of any regular card or dominoe games for Android, though not being an Android user myself it's likely I've missed some.

About the best option I can think of is Rs games. They have a regular online client for windows that plays a hole bunch of card and dice games, but there is also a browser based web client which might work with chrome on android.
