Hi Ari,\ Even though the source code for SimCity is open source the license agreement shipped with it expressly stipulates that other companies are not allowed to modify the source code and make derived works from it. Here is the licens agreement section that applies.
Quote No trademark or publicity rights are granted. This license does NOT give you any right, title or interest in the trademark SimCity or any other Electronic Arts trademark. You may not distribute any modification of this program using the trademark SimCity or claim any affliation or association with Electronic Arts Inc. or its employees.
