But that all depends on the story as well. I mean if the story is
sufficiently good then people may just play it purely for the story. You
can watch a movie or read a book multiple times, but playing a story as
well is just as good. But the puzzel itself could have multiple choices.
Which would take longer to write but sometimes it's the best games that
take the longest time right?

Good point. If there were to be a Dr. Who game created it would have to 
be more puzzle oriented rather than violence oriented. That was one of 
the things I always liked about the shows. Who always used the greatest 
weapon of all, his head.
Yet, a puzzle oriented game would not have much replay value after the 
puzzles were solved. It reminds me of a game like Chillingham. Once you 
solve all the puzzles there is little point in playing the game again 
unless you just want to run through the game for the heck of it.
