Did you download the web setup tool or the full off line installation 
package? From the sounds of it you have the full off line installation. 
So assuming you are using the off line installation here are my DirectX 
installation quick reference notes.

1. Download the March 2008 full off line DirectX installation for 
DirectX 9.0C.
2. Locate your DirectX setup file, and press the Windows Context key.
3. Arrow to run as administrator, and press enter.
4. it will prompt you where to unpack the setup files to. Provide a temp 
path such as
c:\temp\directx
and let it unpack the setup files.
5. Open the start menu, go to computer,
and open
c:\temp\directx
where you unpacked your setup files.
6. Find setup.exe, press the Windows context key,
arrow to run as administrator, and press enter.
7. Follow the prompts.

Note, under Windows Vista before installing applications, unpacking 
files, etc your user rights need to be elivated to administrator if you 
are running with user account control enabled.  The instructions above 
assume you are running with UAC enabled.

Yes. You will need to copy dx7vb.dll and dx8vb.dll from your Windows XP 
system and register them. here are some quick reference notes how to do 
this manually.

1. if you have access to your old Windows XP computer open up
c:\Windows\System32
and copy dx7vb.dll and dx8vb.dll to some kind of portable backup media.
2. Copy dx7vb.dll and dx8vb.dll to
c:\Windows\System32
on your Windows Vista machine.
3. Do Windows+r to open the run dialog.
5. Type command and press enter.
6. Type
cd\windows\system32
and press enter.
7. Type the commands
regsvr32.exe dx7vb.dll
press enter.
regsvr32.exe dx8vb.dll
and press enter.
8. Just to make sure everything gets refreshed reboot your system.



Note, as of the release of Vista DirectX support for Visual Basic 6 is 
officially dropped by Microsoft. Installing DirectX 9.0C March 2008 will 
not add dx7vb.dll or dx8vb.dll to your Windows Vista system. As a result 
the only way to obtain these files is to get a game that includes these 
files or manually bacthem up from your XP system, and manually install 
them by hand to Windows Vista.
