www.nextup.com should be a place to get the cepstral but they cost I think 35 
bucks per voice.
espeak is at 
http://espeak.sourceforge.net
its free.
both synths I think are sapi 5x compatible so should have no issue running on 
any modern system, xp and up.
If you are thinking about loading on anything else below xp there is the sapi 5 
packages you need to download I think win98 is the earliest you can load these 
on.
