Yeah, I just figured that out too. On that same note you don't have to climb
to the top of the rope to hit the ledge, it's the easy way to the ledge, but
if you want to get there quicker, just climb about 6 or 7 times, then jump
right holding the arrows and you'll hit it every time.

She can get onto the rope with a weapon drawn, she just can't jump off it
onto the upper ledge, ---- I did take a while figuring this out when I
first started the game.

I've tried this, and I can't reproduce it. When the weapon is holstered
I can grab the rope. When it is drawn Angela can't grab because her
hands are full. Not sure why it is happening on your end, but I am
looking into the matter.
