Not necessarily. While Windows 7 comes with most of the DirectX 8 libraries the file dx8vb.dll was removed from DirectX quite some time ago and does not ship with Windoews Vista, Windows 7,or Windows 8. So confirming he has installed and registered that library manually would go a long way to seeing if he has a compatible version of DirectX.
