We are monitoring ~100 servers. Here is our gmetad.conf:

I have tried upgrading the server to 3.1.7 and I ran into the same issue. Also, 
it was mentioned in this thread that it could be load related. So I have tried 
running ganglia from another server with less load and have hit the same issue.
